Carbon steel is defined by its carbon content rather than a coating or alloying. Setting that boundary prevents a specification from landing in the wrong category.
Carbon steel is iron alloyed primarily with carbon — typically well below two percent — and little or no other deliberate alloying element. Within that family, mild, medium and higher-carbon grades are distinguished by carbon content, which sets strength, weldability and hardness.
A galvanized coil is carbon underneath but belongs in the galvanized category, because the coating — not the base — drives the selection decision.
