Stainless steel is defined by chromium content and a passive surface layer rather than carbon or a coating. Setting that boundary prevents a grade from landing in the wrong category.
Stainless steel is iron alloyed with a minimum of about 10.5% chromium, which reacts with oxygen to form a thin, self-healing passive film. A carbon grade with a corrosion coating is not stainless — the passive chromium layer, not a coating, is what defines the category.
